Key Requirements for Exporting Dogs & Cats from Singapore

Before taking a dog or cat out of Singapore, you must follow these key steps, which are primarily focused on meeting the import requirements of your destination country.

Step by Step Guide for Exporting Dogs & Cats

1.

Check Destination Country’s Requirements
  • This is the most important step. You must first find out the import rules of the country you are moving to.
  • Check the website of the destination country’s government authority to see what they require (e.g., specific vaccinations, blood tests, health certificates).

Obtain an AVS Export Licence
  • You must apply for an export licence from Singapore’s AVS 
  • This licence must be applied for within 90 days of your departure, as it is only valid for 90 days.
  • The standard fee for a personal export licence is S$50.
  • Note: After your dog is exported, you must also cancel its AVS dog licence.

Obtain a Veterinary Health Certificate
  • This is only required if the destination country mandates it.
  • A. Standard Process: A licensed private veterinarian in Singapore can examine your pet and issue the health certificate.
  • B. Official Endorsement (If required): If the destination country requires the certificate to be endorsed by an official government veterinarian, you must:
    1. Get the template from your destination country.
    2. Have your private vet examine the pet and complete the template.
    3. Submit this completed template and other documents (vaccination records, etc.) to AVS for their official endorsement.
  • C. AVS QR Certificate (If no template): If the destination country doesn’t have a specific template, AVS can convert your private vet’s certificate into an official, QR-verifiable certificate.

Book a Pre-Export Inspection
  • This is only required if the destination country mandates it.
  • You must book an appointment with AVS at least 5 days before departure for an inspection at the Changi Animal & Plant Quarantine Station (CAPQ).

5.

Arrange with Ground Handling Agent
  • This step applies if your pet is travelling as manifest cargo (not in the cabin).
  • You must coordinate with your airline and their ground handling agent.
  • On the day of departure, you must provide them with the AVS-issued export licence, the original veterinary health certificate, and any other documents required by the destination country.
