Importing Into Singapore

How do I determine if my pet needs to undergo quarantine upon arrival in Singapore?

Quarantine requirements depend entirely on the country your pet is travelling from, which the Animal & Veterinary Service (AVS) classifies into four Rabies Risk Categories.

  • Category A (e.g., Australia, NZ, UK): No quarantine is required if all conditions are met.

  • Category B (e.g., USA – Hawaii/Guam, Japan): No quarantine is required if all conditions are met.

  • Category C (e.g., USA – mainland, Canada, Netherlands): Quarantine is mandatory. It is usually 10 days (if your pet has a valid vaccination history and serology test) or up to 30 days if protocols aren’t strictly followed.

  • Category D (All other countries): A mandatory 30-day quarantine at the Animal Quarantine Centre (AQC) is required.

*Tip: We recommend planning 4–6 months ahead for Category C and D countries to secure quarantine slots.

Yes, Singapore has strict breed bans. You cannot import the following breeds or their crosses:

  • Pit Bull (including Terriers and Staffordshire varieties),
  • Akita,
  • Tosa,
  • Neapolitan Mastiff,
  • Dogo Argentino,
  • Boerboel,
  • Fila Brasileiro, and
  • Perro de Presa Canario.

Additionally,

  • Bengal and
  • Savannah

cats are only allowed if you can prove they are at least a 5th generation cross (F5) from their wild ancestors. If your dog is a mixed breed that physically resembles a banned breed, we may need to seek pre-approval from AVS to avoid rejection at the border.

This is a critical blood test to prove your pet has sufficient antibodies against rabies. For pets coming from Category B, C, or D countries, this is mandatory. The timing is strict: The blood sample must be taken at least 30 days after the valid rabies vaccination and within 12 months prior to export.

*Crucial Note: If you are importing from a Category C country (like the USA or Europe) and want to qualify for the shorter 10-day quarantine, the blood test result must be available before you apply for the import license.

Yes, you can visit your pet! The AQC (located at Jalan Lekar) allows owners to visit during specific hours. Visiting hours are typically Monday to Friday (4:00 PM – 6:00 PM) and Saturday (2:00 PM – 6:00 PM). The centre is closed on Sundays and Public Holidays. We can also arrange for third-party services (like dog walkers) to exercise your pet during their stay if you are unable to visit daily.

Generally, yes. Singapore Customs imposes a 9% GST on the importation of pets, calculated based on the pet’s value plus the cost of freight and insurance (CIF). However, you may be eligible for GST Relief if you are transferring your residence to Singapore, are an Employment Pass holder, and have owned the pet for at least 3 months prior to arrival. We can assist you in filing the GST Relief declaration to waive this cost.

The Changi Animal & Plant Quarantine (CAPQ) station operates 24 hours for receiving animals, but inspection hours are specific (usually 8:00 AM to 10:30 PM). If your pet arrives outside of inspection hours, they will be cared for at the air cargo terminal until the inspectors are on duty. We always aim to book flights that land during operational hours to minimize the time your pet spends in their crate.

Exporting Out Of Singapore

How far in advance should I start planning my pet’s relocation out of Singapore?

You should start at least 3 to 4 months before your departure. While the Singapore export license is quick to obtain (valid for 30 days), the destination country determines the timeline. Countries like Australia, New Zealand, and Japan have complex waiting periods (up to 180 days) involving rabies titre tests. Even for simpler destinations like the UK or EU, you need time for vet health checks and crate acclimation.

The AVS Export License is valid for only 30 days from the date of issue. Therefore, we cannot apply for it too early. We usually apply for this license about 2 weeks before your flight, once your flight details and veterinary health certifications are confirmed.

Yes, airlines leaving Singapore are very strict about IATA (International Air Transport Association) Live Animal Regulations. The crate must be rigid plastic or wood (no wire mesh/collapsible crates) and secured with metal bolts. Most importantly, your pet must be able to stand up without their ears touching the roof, turn around, and lie down comfortably. Airlines may reject your pet at Changi Airport if the crate is deemed too small, so we usually perform a measurement check prior to booking.

Yes. Almost all countries require a Veterinary Health Certificate issued by a licensed vet in Singapore and endorsed by AVS (NParks). This health check usually needs to happen within 7 to 10 days of your flight (depending on the destination). Once the private vet signs the certificate, we must physically take it to the AVS Service Centre to get it officially endorsed (stamped) before the flight.

Absolutely. Before you leave, ensure your pet’s Rabies vaccination is up to date and considering doing a Rabies Serology (Titre) Test before you fly out. By doing the test in Singapore (a rabies-free country), the results remain valid for re-entry into Singapore indefinitely, provided you keep the rabies vaccinations up to date without any gaps. This can save you from a mandatory 30-day quarantine if you ever move back to Singapore from a Category C or D country.

Your pet must be presented at the Changi Animal & Plant Quarantine (CAPQ) station at least 4 hours before the flight. An AVS officer will inspect your pet to ensure they are healthy, verify the microchip matches the documents, and check the travel crate. Once cleared, the crate is sealed with a security tie, and your pet is handed over to the ground handling staff to be loaded onto the aircraft.
